<br /> <br />The building's main entrance is on the north facade where a <br />retaining wall was built. The retaining wall runs parallel and is <br />on the stream encroachment line, with the rest of the facility <br />supported on structural stilts over the flood way. <br /> <br />The underside of the first-floor structure allows for a 5-foot <br />freeboard area between it and the I OO-year flood height. <br /> <br />The parking deck on grade level was placed on fill by the <br />equal conveyance method, with a final elevation of 41.0 feel. <br />This allowed flood-free parking. <br /> <br />To protect the environmentally sensitive site, reduce time, and <br />increase cost efficiency, the entire prefabricated tile facade was <br />placed using helicopters. <br /> <br />The South Branch Rahway River, normally 8 feet wide, <br />widens to more than 300 feet during flood stage, mainly due to <br />the amount offlow into upstream areas and restriction of <br />downstream flow. Flooding has averaged three to five times a <br />year, and flood duration is for I to 2 days. <br /> <br />During construction the site was flooded several times south <br />of the new stream encroachment line, but construction has not <br />been hindered. <br /> <br /> <br />43 <br /> <br />Building under construction. <br /> <br />Figure A19. <br /> <br />
