In particular. drainage easements and/or
channel improvements should be required on all
drainages.

8) The homeowners in the lOO-year flood plain should
consider purchase of federally subsidized flood
insurance in those instances where damage to walled and
roofed buildings and/or their contents can be
anticipated.

Comprehensive Drainaqe Planninq

This report has focused on a specific portion of the
Woodland Park area. Both Trout Creek and Fountain Creek drain
other areas in Woodland Park and there are many other drainage
and erosion problems in the city. Some of these other problems
are more severe than the one in question.

Solutions to these problems should ultimately be part of an
overall master drainage plan. The December 1979 Master
Drainage Plan is currently being revised for the City by
Greenhorne and O'Mara. Consideration should be given to local
improvement districts or some regional district to assist the
local governments in funding improvements in a comprehensive
manner. In other words. the master plan will require some kind
of financial strategy to succeed. or the considerable flooding
and drainage problems in the Woodland Park area will persist.
