This must be
accomplished by additional excavation or by raising
Kelley Road or both. The maximum allowable water
surface elevation in the enlarged detention pond would
be controlled by the elevation of any homes already
constructed in the Mountain View Park Subdivision.

3) The channel from Kelley Road to ,the Woodland Park
corporate limit north of Navajo Trail (about 1200
feet), should be evaluated to determine its limiting
carrying capacity in cfs such that damage to homes will
not occur. The technical and economic feasibility of
balancing increased detention with an improved and
enlarged culvert under Kelley Road to equal this
capacity should be evaluated. In other words, any
culvert under Kelley Road should send no more water to
this channel, whether improved or not. than the channel
can acceptably convey. The remainder should be
detained.
8 4) Kelley Road should be regraded to direct more of the
water that could spillover it in an event greater than
a 100-year flood toward a new well-defined channel
downstream of the road,

5) Channels. swales. ditches. and culverts upstream of
Kelley Road should be maintained annually and after
each major flood to keep them functioning properly
during storms.
