<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Flood Hazard <br />Page nine <br /> <br />POTENTIAL MITIGATION MEASURES <br /> <br />Mitiqation Measures <br /> <br />The following measures to reduce flood damages downstream <br />of Kelley Road are suggested: <br /> <br />1) The entrance to the culvert under Kelley Road should be <br />improved to reduce the potential for blockage due to <br />siltation. <br /> <br />2) Assuming the existing 29" x 18" pipe arch culvert under <br />Kelley Road remains in place, the detention capacity <br />upstream of Kelley Road should be increased to detain <br />enough of a 100-year flood that flow over Kelley Road <br />does not occur in such an event. This must be <br />accomplished by additional excavation or by raising <br />Kelley Road or both. The maximum allowable water <br />surface elevation in the enlarged detention pond would <br />be controlled by the elevation of any homes already <br />constructed in the Mountain View Park Subdivision. <br /> <br />3) The channel from Kelley Road to ,the Woodland Park <br />corporate limit north of Navajo Trail (about 1200 <br />feet), should be evaluated to determine its limiting <br />carrying capacity in cfs such that damage to homes will <br />not occur. The technical and economic feasibility of <br />balancing increased detention with an improved and <br />enlarged culvert under Kelley Road to equal this <br />capacity should be evaluated. In other words, any <br />culvert under Kelley Road should send no more water to <br />this channel, whether improved or not. than the channel <br />can acceptably convey. The remainder should be <br />detained. <br />8 4) Kelley Road should be regraded to direct more of the <br />water that could spillover it in an event greater than <br />a 100-year flood toward a new well-defined channel <br />downstream of the road, <br /> <br />5) Channels. swales. ditches. and culverts upstream of <br />Kelley Road should be maintained annually and after <br />each major flood to keep them functioning properly <br />during storms. <br />
