Someone needs to design improvements, someone needs <br />to acquire easements or right-of-ways in which to place them, <br />someone needs to construct them and/or fund their construction, <br />and someone needs to maintain them. <br /> <br />Some steps needed to proceed with the above are: <br /> <br />1) Agreement between the local governments. property <br />owners, and developers that there is a problem that <br />needs to be addressed, <br /> <br />2) Selection, at a conceptual level. of a set of <br />improvements acceptable to all involved parties, <br /> <br />3) Presentation of specific engineering designs with <br />estimated costs so everyone knows .what is being talked <br />about". <br /> <br />4) Resolution of easement and right-of-way needs. <br /> <br />5) Allocation of costs and further responsibilities among <br />the various parties. and <br /> <br />6) Start of construction. <br /> <br />The main function that could be served by the State of <br />Colorado is to be a coordinating entity to facilitate the <br />dialogue between the various parties. Beyond this outside <br />assistance, local parties will need to decide on a plan, assign <br />responsibilities for implementing it, and determine a way to <br />cooperatively maintain any facilities that are constructed. In <br />doing so. they need to determine how the problems of this <br />specific location fit into the areawide picture of flooding and <br />drainage problems. <br /> <br />/td <br />
