I
I
I
I
I
I
.1
I
I
I
I
I
I
I
I
I
I
I
I

Flood Hazard
Page eleven

Participants' Roles

Implementation of the above suggested measures for Paint
Pony GUlch would require cooperation between the local
governments, the affected property owners, and the developers
upstream. Someone needs to design improvements, someone needs
to acquire easements or right-of-ways in which to place them,
someone needs to construct them and/or fund their construction,
and someone needs to maintain them.

Some steps needed to proceed with the above are:

1) Agreement between the local governments. property
owners, and developers that there is a problem that
needs to be addressed,

2) Selection, at a conceptual level. of a set of
improvements acceptable to all involved parties,

3) Presentation of specific engineering designs with
estimated costs so everyone knows .what is being talked
about".

4) Resolution of easement and right-of-way needs.

5) Allocation of costs and further responsibilities among
the various parties. and

6) Start of construction.

The main function that could be served by the State of
Colorado is to be a coordinating entity to facilitate the
dialogue between the various parties. Beyond this outside
assistance, local parties will need to decide on a plan, assign
responsibilities for implementing it, and determine a way to
cooperatively maintain any facilities that are constructed. In
doing so. they need to determine how the problems of this
specific location fit into the areawide picture of flooding and
drainage problems.

/td
