<br />Mcn.orilndum <br />Aspen Village Application <br />July 19, 1979 <br />PAGE TWO <br /> <br />,. <br /> <br />ROADS: The proposed road plan includes the upgrading of a <br />portion of the Watson Divide road. This improvement, which <br />should include paving and replacement of the bridge culvert <br />at SH82 would be of public benefit. The westerly loop road <br />appears to nave a good a11gnment and should present no signi- <br />ficant problems with a proper design. The Easterly loop, on <br />the other hand, proposes three new highway entrances and <br />several steep bank cuts, all of which are undesireable. The <br />roaOS and parK1ng necessary for the townhouses should be pre- <br />sentea at detailed submission. Contrary to the proposal, the <br />readway servicing the individual homesites should be dedicated <br />as a public R-O-W and not left private. Similarly, additional <br />R-O-W on the Lower River Road and Watson Divide Road will be <br />requested for public use. <br /> <br />DRAINAGE: A drainage plan will be needed for the townhouses <br />and Highway 82 entrances. The normal road profile should <br />adequately handle the other areas. I foresee no serious <br />dr~inage problems unless high groundwater 1S encountered. <br /> <br />ENERGY CONSERVATION AND UTILITIES: The westerly group of <br />homesites will require lengthy utility extensions and the <br />northern orientation and river plane locations will afford <br />no utilization of solar energy. The townhouses, on the other <br />hand, may be better oriented and will require short utility <br />extensions. <br /> <br />HAZARDS: The river lane homesites should be evaluated with <br />respect to flood and ice flow azar sane wester y group <br />may be 1n an area of unstable soil and require further analysis <br />especially sites close to active irrigatioL ditches. <br /> <br />VISUAL VULNERABILITY: The location of the homesites are well <br />situated with this respect-and should not create any aesthetic <br />problems. <br /> <br />OTHERS: A fisherman's easement should be requested for the <br />Roaring Fork River. <br />
