The 1979 referral letters of the County Sani- <br />tarian stated engineering systems in compliance with Code <br />are possible. <br /> <br />C. Storm Drainage <br /> <br />At this conceptual level, no detailed storm drainage plans <br />have been prepared for the townhouse cluster, the individual <br />homesites, or the highway entrances. The intention of the <br />applicant is to handle all storm drainage on site with <br />detention areas or in roadside drainage swales. The 1979 <br />referral letter of the County Engineer (Appendix) stated he <br />foresaw no serious drainage problems unless high ground <br />water is encountered. <br /> <br />D. Fire Protection <br /> <br />Fire protection for Aspen Village will be upgraded with the <br />improvement of the existing water system. The $300,000 <br />expenditure will increase the water pumping and storage <br />capacity of the system which will improve fire protection. <br />New development connected to the system shall also include <br />the 3 southern riverfront homesites, and if feasible the <br />3 northern riverfront homesites as described earlier. New <br />development will have hydrant spacing in compliance with <br />Code. A detailed fire protection plan will be prepared <br />for the Fire Marshal at Detailed Submission. <br /> <br />Aspen Village is located adjacent to the Aspen-Gerbazdale <br />substation resulting in an extremely rapid response time. <br />The property's location makes it superior to other outlying <br />downvalley locations for fire protection. <br /> <br />E. School System <br /> <br />The project is located in the Roaring Fork School District <br />and students will attend Aspen schools. Aspen schools have <br />experienced a declining student population over the past <br />years and have ample capacity to handle students generated <br />by the project. Aspen Village is currently serviced by a <br />school bus stop which is within convenient walking distance <br />to new development. <br /> <br />Based on the 1979 referral letter of the Roaring Fork School <br />District (Appendix), the applicant acknowledges the school <br />contribution requirement and that extension of bus service <br />is not requested as the present bus stop is within con- <br />venient walking distance. <br /> <br />F. Recreational Facilities <br /> <br />The applicant will contribute approximately $15,000 for the <br />construction of new recreational facilities for the PMH <br /> <br />- 11 - <br />
