GMP EVALUATION CRITERIA

I. AVAILABILITY OF PUBLIC & PRIVATE FACILITIES

A. Water

The existing Aspen Village water system is the only central
system in the Highway 82 corridor between Snowmass and
Basalt. The applicant will spend up to $300,000 to improve
the water and-sewer systems, and the overall fire protection
facilities. The water expenditure will primarily upgrade
the water pumping and storage capacity of the system, as
recommended by an evaluation of the system by Eldorado
Engineering. With the connection of the new units, the
improved system will upgrade the water service for both the
trailer park users and new users.

The 1979 referral letters of the County Sanitarian and the
State Engineer (Appendix) stated the water system could be
upgraded to full compliance and that specific engineering
plans will be required at Detailed Submission.

The 3 southern riverfront homesites will be connected to
the central system. As described earlier, the technical;
easement, and cost feasibility of crossing the river and
connecting the 3 northern riverfront homesites is also being
examined. If the northern homesites should not be connected,
they will be serviced by individual or shared common wells.
The 1979 referral letters of the County Sanitarian and the
State Engineer stated specific engineering plans will be
required at Detailed Submission but that individual or
shared wells can be developed in compliance with Code.

B. Sewer

The existing Aspen Village sewer system is the only central
system in the Highway 82 corridor between Snowmass and
Basalt. The applicant will expend significant funds to
upgrade the system with the connection of the new units.
The 1979 referral letters of the County Sanitarian and the
State Engineer (Appendix) stated the system could be up-
graded to full compliance and that specific engineering
plans will be required at Detailed Submission.

The 6 riverfront homesites not connected to the central
system will be serviced by individual or common septic
systems. The applicant has not connected the riverfront
units to the central system because the units could not be
serviced by a gravity flow system dur to their lower ele-
vation. Based on previous conversations with the County
Sanitarian, if standard septic-leach field systems are not

- 10 -
