It permits owners of property located <br />in eliqible flood"pr')ne communities to buy federally subEidized <br />flood-Loss inSUraJ1Ce at reasonable rates. For prc:perty owners to be <br />eligible for such J_nsurance, the local governmenbl must adopt and <br />enforce floodplai::l manaqement measu.res t.o reduce probabiJ ity and <br />severi:y of flood damage,.
