Protecting public and private property from inundation; and <br />incident to such purposes and too enable their accomplishment, any <br />district so established has the poweJ: to straighten, widen, deepen, <br />change, divert, or change the course or terminus of any natural or <br />artificial watercourse; to build res"rvoirs, canals, .Levees, walls, <br />embankments, bridges, or dams . . . <br /> <br />The Fremont County FloOd Control Conservancy Distor ict and t:he <br />Pueblo Conservancy District were organized under the Conservation <br />Act of 1922. <br /> <br />In 1966, the General Assembly amended th" statutes to provide <br />for regulation along storm or floodwat.er runoff channels or basins <br />as designated and approved by the Colorado water Conservation Board. <br /> <br />In 1969, the General Assembly enacted thE~ "Urban Drainage and <br />Flood Control Act" (recoded as artic:Le 11 of title 32, CRS 1973), and <br />established the Urban Drainage and E'lood Control District in the <br />Denver metropolitan area. <br /> <br />In 1974, the General Assembly enacted the "Land Use Act" and <br />p:c:ovided for the designation and regulation of matterE; of state <br />interest including floOdplains. <br /> <br />Statutes - Regulation of Flood Hazard Areas <br /> <br />The following Colorado statutes relatoe to the requlation of <br />flood hazard areas: <br /> <br />Following the disastrous floods of 1965, the Colorado General <br />Assembly in 1966 amended article 2, chapter 106, Colorado Revised <br />statutes 1963 (recoded as article 28 of title 30, CRS 1973), relating <br />to county planning to provide as follows, <br /> <br />"30-28-111.
