<br />ment of local af:ca.L:s ,'hall conduct a statewide rrogram encouraging
<br />count:.es and municipaL.ties to prepare, as a part of the comprehen-
<br />sive plan provided =or in section 30-28-106 and part 2 of article 23
<br />of til:1e 31, C.R,S, 19"3, a complete and detailec. identification and
<br />designation of a.D, rlattE':CS of stat.'e int,,,rest witJ'.in each county by
<br />June :30, 1976. The general assembly shall appropriate funds for
<br />this purpose to the department of local affairs for distribution to
<br />participating CouIlt.es. Each county desiring to participate in the
<br />identi_fication and des: qnation of rnat:ters of stat.e interest program
<br />estab:.ished by tl-.:.s se:-t:ion shall be allocated an equal amount by
<br />the department of 1<)C,,:_ affairs from the funds so appropriated, to
<br />be expended by e::ch county separately or through an organized group
<br />of counties or c<'un :.i,"', a.nd municipa.l:Lties. The departrr.ent of local
<br />affailCs, in coop,,,r'a:ioc with applicable state agEmcies, shall estab-
<br />lish reasonable, t:a'ld,uds relat ive t.O the scope. detail, and accuracy
<br />of th" program a,..d "ha:l insure that all information is comparable
<br />for edch county. Edch county shall, after conEmltdtion with the
<br />munic:.pality, prepac.,e ",uch identificat:ion and de~:ignation f:)r terri-
<br />tory :'_ocated with:.n these municipalit:ies which rE'quest such prepara-
<br />tion and in any munlcLpality which fails to undertake an identifica-
<br />tion and designa' :,0:1 prO<jlCam. Each county shall, upon request of
