Arrange a pair of the photos for stereo viewing (this is
referred to as setting up a "stereo model"). To do so, look
for any printed information along the edge of the photos,
e.g., dates, numbers, program codes, etc. Arrange each photo.
with the numbered edge on the right hand side. The photo.s
are likely to be sequentially numbered. Make sure that the
lower numbered photo is on the left o.f the two. If there is
no printing on the photos, you'll have to use trial and error
to set up the model. Rearrange the two photos until stereo
viewing is possible and the image is not inverted, i..e., with
buildings appearing to sink into. the ground, watercourses
appearing to be located at the top of hills, etc. Then
proceed as described belo.w.

S. Use a hand-held scope or an adjustable one set at low
magnification (2x-6x). Scan the entire photo as outlined
above in steps two and three.

6. Narrow your field of view to potential problem areas,
using increasing magnificatio.n up to the limits of available
equipment.

7. Summarize your notes on potential pro.blem areas and
annotate the flood insurance maps to assist in targeting
areas to be visited when touring the floOdplain during
the CAPE. List the sites to be visited on page 4 of the
CAPE Reviewer's Form.

~,

8. Comparing New and Old Photographs: There are two
ways to. compare two or more sets of photographs. If the
scale of all the photographs is the same or similar, set
up your stereo model using one photograph from each

- 2 -
