It <br />shows how to use air photos along with the community's flood <br />insurance maps and study as a means of familiarization with the <br />area of interest, problem identification and documentation of the <br />CAPE proceedings. <br /> <br />B. Preparing for the CAPE Visit: Have available the flood <br />insurance study and have open the community's flodd insurance <br />maps. Refer to them frequently while reviewing the air photos. <br />Start, using only one photo. Scan it primarily with the naked <br />eye, but use a low-power magnifier occasionally, if needed. View <br />the photo systematically, moving from general to more specific <br />features. Take several mintues to become familiar with the area <br />using the following technique: <br /> <br />l. Scan the area as a whole, noting: <br /> <br />a. variations in topography (flat, hilly, mountainous, <br />etc. ) <br />b. gross land use patterns <br />c. major drainages <br />d. size of the community <br />e. boundaries of the community <br /> <br />2. Continue scanning, but narrow your field of view to those <br />areas you will be visiting, noting: <br /> <br />a. community land use pattern <br />b. amount and location of developable land (in and out <br />of floodplain) <br />c. ongoing large-scale development <br />d. indications of future development (clearing and <br />grading, road extensions, etc,) <br />e. location of central business district relative to <br />floodplain/floodway <br />f. location of major drainages and tributaries <br />g, extent of floodplain and floodway areas <br />h. potential changes in floodplain or floodway <br />bounderies <br />i. existence and location of additional potential <br />hazards (erosion and sedimentation, dams, alluvial <br />fans, wastewater facilities, etc.) <br /> <br />3. Continue scanning, but narrow your field of view to the <br />community's flood hazard areas, noting: <br /> <br />a. loss exposure-- <br /> <br />(i) extent of occupancy (floodplain and <br />floodway l <br />
