Introduction: The purpose of the opening paragraph <br />of the Report is to provide an understandable context <br />for the findings and recommendations that follow. Some <br />readers of the Report will have no on-site experience in <br />the community, but they may need to use it to justify <br />staff and funds allocations for recommended technical <br />assistance and enforcement, To make this possible, you <br />will need to draw from your experience in preparing for <br />and conducting the CAPE to develop a brief but clear <br />description of: the community's physical setting, loss <br />exposure and floodplain management strategy; <br />demographic, claims and other statisitical data; <br />attitude, competency and sophistication of local <br />officials and government structure; amount of land <br />available for development in and out of the floodplain; <br />local perceptions of flooding as a problem; etc. Your <br />sources for this information are the community profile <br />and the initial interview checklists and your notes from <br />pages 3, 5 and l6 of the CRF. <br /> <br />(a) Community Profile Checklist - give (i) the <br />reason why the community was selected for a CAPE <br />(number 4 on the checklist); (ii) key dates in NFIP <br />participation (numbers 5-9); (iii) estimates of <br />lives and property at risk (numbers 10-13); <br />(iv) flood insurance statistics (numbers 14 and <br />l5); and (v) an estimate of future growth as <br />indicated by building permit activity (number 17). <br /> <br />2. Floodplain Tour: Your goal in the tour write-up is <br />to make understandable to the reader (1) the character <br />of the flood hazard and floodplain development; and (2) <br />the need for changes in floodplain mapping, Start by <br />giving the sources from which you compiled the list of <br />sites that were visited during the tour. Then estimate <br />the extent of the community's floodplain that you were <br />able to tour. Last, describe existing, ongoing and <br />anticipated development; construction practices; and <br />types of mitigation that you observed. <br /> <br />As sources for this information, refer to your list of <br />sites on p. 4 of the CRF, the tour checklist on p, 7 and <br />your notes from the tour on p. 6. The "New Development" <br />list at Part 4A (1-12) provides an outline for your <br />description of new development, The "Map Accuracy" list <br />at Part 4B (1-9) provides an outline for your discussion <br />of the need for map changes~ <br /> <br />- 22 - <br />
