Use the space at the bottom of page IS of the <br />CRF to list any "loose ends" needing attention either <br />before leaving the community or upon returning to the <br />office. <br /> <br />Phase III. Final Report Preparation <br /> <br />A. Introduction: The Final Report provides formal <br />documentation of the selected community's progress in <br />implementing the NFIP. The report becomes a part of the <br />community's permanent file and is available to the States, <br />FEMA Headquarters and the Regional Offices, Its long-term <br />significance is that it is a gauge for measuring future <br />progress. In the short term, it establishes the basis for <br />follow-up. In addition, the report may be used in <br />litigation. For all of these reasons, it must be <br />thoughtfully and thoroughly prepared, Its detail and the <br />amount of supportive documentation needed is based on the <br />complexity of the community's situation and the nature of the <br />recommended follow-up. As technical assistant needs, and <br />more importantly, violations increase, so must the Report's <br />detail and the amount and specificity of documentation. <br /> <br />B. Report Contents <br /> <br />In general, the outline of the report follows the CRF and the <br />order in which the CAPE is performed, It has ten parts, as <br />described below. <br /> <br />- 21 - <br />
