Most participants at <br />CAPE meetings are familiar with the program. <br /> <br />Number 3 - If any issues listed at Part 3A4 of the <br />CRF were not covered in the telephone interview, go <br />over them as backgound to the more specific <br />questions that follow. <br /> <br />Number 4 - Make sure that it is clear that you <br />intend to review the community's permit file after <br />the meeting. <br /> <br />Number 5 - All issues involving local officials <br />that you have identified in previous stages of the <br />CAPE need to be discussed during the meeting. Most <br />should be brought up as you address the four <br />headings at Part 7 of the CRF: development <br />process, ordinance review, mapping or compliance <br />process. Raise any that do not fit under these <br />headings or any which need immediate clarification <br />before going on. <br /> <br />(b) Development Review Process <br /> <br />Number 1 - Have the local officials describe their <br />administrative procedures for reviewing a request <br />for a building permit. Suggest they begin with an <br />applicant initiating a request and continue through <br />the entire process to issuance of a certificate of <br />occupancy or similar final stamp of approval. Find <br />out who is involved, what their roles are, and <br />whether any forms or written procedures exist <br />describing the process, If forms or procedures are <br />available, get copies. Determine how many building <br />permits have been allowed in a given time period <br />based on the community's duration in the NFIP, <br />e,g., over the past year, since entering the <br />Emergency or Regular Program, or since starting in <br />the NFIP, whichever date is most useful. Ask <br />whether this process changes, and if so how, when <br />addressing (a) improvements to existing buildings, <br />and (b) development other than buildings, e,g" <br />fill, gas or liquid storage tanks, etc, Leave <br />copies of the Development Permit Official's Guide <br />where needed, <br /> <br />Number 2 - Find out what procedure is used to <br />secure lowest floor elevation certifications, Who <br />does the determination? What forms are used? Get <br />copies. Where are they stored? HOw accessible are <br />they, etc.? <br /> <br />- 17 - <br />
