States can work together to evaluate community performance,

Findings and Recommendations

This section of the report summarizes the questionnaire
responses provided by 39 states, Nine findings and five
recommendations are ma~e, The States expressed great
interest in initiating or continuing their participation in
CAPEs, In addition, they defined the tasks that need to be
performed for an adequate evaluation and the nature of the
FEMA/State relationship in state CAPEs, Based on this
information, we developed Guidelines on how to perform CAPEs
and coordination of a FEMA/State CAPE program.

The CAPE Reviewer's Guide and Form

This guide is intended for those who have little or no
experience in performing CAPE's, Its purpose is to explain
to the CAPE Reviewer how to complete the CAPE Reviewer's Form
and how to prepare the Final Report and related
correspondence, The CAPE Reviewer's Form serves two
purposes: first, to ensure thorough preparation for the
visit and complete coverage of the issues when the visit
takes place, and second, to provide the reviewer with a
record of the facts and issues to be summarized in the Final
Report,

CAPE Coordination Guidelines

These guidelines address the assignment and role of a FEMA
Regional Office representative to coordinate the State CAPE
program; a suggested technique for selecting communities for
CAPEs; training to familiarize state staff with the CAPE
process; as well as work products, scheduling and follow-up
to the CAPE,

Summary

This joint FEMA/State/ASFPM project has resulted in a set of
guidance materials that can significantly enhance the ability
of States to become involved in the CAPE process, For those
States already active in CAPEs, and for FEMA personnel newly
assigned to perform them and those now coordinating State
CAPE performance, it can be equally useful, We would like to
acknowledge the assistance of all of the states who responded
to the questionnaire surveys; the ASFPM which provided
oversight, and all of the FEMA Regional Office personnel who
shared their experiences in state CAPE performance with us.
