<br />/ <br /> <br />- 2 - <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />assist those having little or no CAPE experience; and (3) a <br />CAPE Coordination Guide which describes the way FEMA and the <br />States can work together to evaluate community performance, <br /> <br />Findings and Recommendations <br /> <br />This section of the report summarizes the questionnaire <br />responses provided by 39 states, Nine findings and five <br />recommendations are ma~e, The States expressed great <br />interest in initiating or continuing their participation in <br />CAPEs, In addition, they defined the tasks that need to be <br />performed for an adequate evaluation and the nature of the <br />FEMA/State relationship in state CAPEs, Based on this <br />information, we developed Guidelines on how to perform CAPEs <br />and coordination of a FEMA/State CAPE program. <br /> <br />The CAPE Reviewer's Guide and Form <br /> <br />This guide is intended for those who have little or no <br />experience in performing CAPE's, Its purpose is to explain <br />to the CAPE Reviewer how to complete the CAPE Reviewer's Form <br />and how to prepare the Final Report and related <br />correspondence, The CAPE Reviewer's Form serves two <br />purposes: first, to ensure thorough preparation for the <br />visit and complete coverage of the issues when the visit <br />takes place, and second, to provide the reviewer with a <br />record of the facts and issues to be summarized in the Final <br />Report, <br /> <br />CAPE Coordination Guidelines <br /> <br />These guidelines address the assignment and role of a FEMA <br />Regional Office representative to coordinate the State CAPE <br />program; a suggested technique for selecting communities for <br />CAPEs; training to familiarize state staff with the CAPE <br />process; as well as work products, scheduling and follow-up <br />to the CAPE, <br /> <br />Summary <br /> <br />This joint FEMA/State/ASFPM project has resulted in a set of <br />guidance materials that can significantly enhance the ability <br />of States to become involved in the CAPE process, For those <br />States already active in CAPEs, and for FEMA personnel newly <br />assigned to perform them and those now coordinating State <br />CAPE performance, it can be equally useful, We would like to <br />acknowledge the assistance of all of the states who responded <br />to the questionnaire surveys; the ASFPM which provided <br />oversight, and all of the FEMA Regional Office personnel who <br />shared their experiences in state CAPE performance with us. <br />
