<br />I <br />I <br />I <br />1 <br />I <br />I <br />I <br />1 <br />1 <br />I' <br />1 <br />1 <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />THE REGION VIII CAPE STUDY <br /> <br />In the implementation of the National Flood Insurance Program <br />(NFIP), Community Assistance and Program Evaluation (CAPE) <br />visits are the most comprehensive technique for evaluating <br />community performance, With the State Assistance Program <br />scheduled to end on September 30, 1985, the Federal Emergency <br />Management Agency (FEMA) has been exploring new ways to <br />evaluate community performance with the assistance of the <br />States. In the past, FEMA has provided only limited guidance <br />on how to perform CAPEs, Therefore, FEMA Regional offices <br />and several States have developed somewhat different <br />procedures for CAPE performance depending on the particular <br />situation in that region or State, In light of the potential <br />for additional States to become involved in CAPE performance <br />over the next few years, it was apparent that the development <br />of additional, standardized guidance should be pursued, <br /> <br />In September 1983, the Region VIII States convened in Beaver <br />Creek, Colorado to discuss the State Assistance Program, the <br />NFIP and other issues in floodplain management, During the <br />meeting, the Region VIII States formed a study committee to <br />develop recommendations regarding guidelines for conducting <br />CAPEs in Region VIII, <br /> <br />The study team developed a methodology which included a <br />survey to ~ather information on State CAPE experiences and <br />capabilities, Through discussion with the Association of <br />State Floodplain Managers (ASFPM), it was decided to conduct <br />a national survey resulting in a comprehensive report with <br />application to all States, The study team members were Mark <br />Matulik, Colorado SAP Coordinator; Mary Lou Soscia, Wyoming <br />NFIP Coordinator; and Tim Maywalt from FEMA Region VIII. <br />. <br /> <br />Community Assistance Survey <br /> <br />In February 1984, a questionnaire on the CAPE process was <br />sent to all 50 States and 4 U,S, Territories under ASFPM <br />auspices, Its purpose was to gather information about <br />States' experience or interest in performing CAPEs, their <br />capability to perform them, CAPE procedures that they had <br />developed and the type of follow-up actions they have taken <br />after a CAPE' is completed, The questionnaire survey results <br />provided the basis for the preparation of the project's work <br />products, <br /> <br />Work Products <br /> <br />This report includes three work products: (1) Findings and <br />Recommendations based on information gathered through the <br />questionnaires; (2) a CAPE Reviewer's Guide intended to <br /> <br />.~ <br />
