S. Territorities in order to determine the nature and <br />extent of their past or current involvement in the <br />performance of CAPEs for FEMA or their interest in performing <br />CAPEs in the future. The following findings and <br />recommendations are based on responses received from 39 <br />States through May 8, 1984. <br /> <br />1. The States have shown great interest in assisting FEMA <br />in the performance of CAPEs as well as showing the <br />ability to do so. Fifty-eight percent of them have <br />performed CAPEs and few that have been doing them have <br />chosen to discontinue their involvement. very few <br />States felt they did not have the capability to perform <br />CAPEs as part of a contractual agreement with FEMA. <br /> <br />2. States perceive the benefits of assisting in CAPEs to <br />greatly outweigh and outnumber any drawbacks. Of the <br />many reasons given by the States for performing CAPEs, <br />
