Also, ask <br />whether they have had any problems, particularly any relating <br />to local official's floodplain management responsibilities, <br />e,g., failure to maintain lowest floor elevations. <br /> <br />M. Summarize Issues: Summarize the issues identified during <br />the preparation phase that will need to be pursued during the <br />CAPE visit. Focus on specific areas of concern in order to <br />take full advantage of the limited time available on-site. <br />Complete your lists of sites to be visited and issues to be <br />addressed during the CAPE. <br /> <br />N. Send Meeting Confirmation Letters: For all meetings <br />arranged with local officials, lenders and insurance agents, <br />send a confirmation letter based on the samples included in <br />Attachment E. <br /> <br />O. Compile Materials and Equipment: See Attachment F for a <br />list of necessary, suggested and optional materials and <br />equipment for use during the community visit. Complete your <br />preparations as soon as possible before the visit, <br /> <br />Phase II: Community visit <br /> <br />A. Introduction: The community visit is the heart of the <br />CAPE. On-site analysis and face-to-face meetings provide the <br />best gauge of the effectiveness of a community's floodplain <br />management program. The visit has six parts: the floodplain <br />tour, meetings with lenders, insurance agents and local <br />officials, an examination of development permit files and a <br />summary of issues identified during the visit. <br /> <br />B. The Floodplain Tour: The reviewer has three tasks <br />during the tour: first, to become generally familiar with <br />the community; second, to gather site-specific information on <br />new development, and third, to gather site-specific <br />information on the accuracy and completeness of the <br />community's currently effective floodplain maps. <br /> <br />I. General Issues: In addition to site-specific <br />information, the floodplain tour is intended to provide <br />the reviewer with general familiarity with the <br />floodplain and adjacent areas, This includes overall <br />land use patterns, density and type of floodplain <br />occupancy, availability of undeveloped land outside the <br />floodplain, etc. It also provides the reviewer the <br />opportunity to validate some of the community profile <br />statistics such as floodplain population and structure <br />counts (see Part 2 of the CRFl. <br /> <br />2.
