<br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />" <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />LEVEL 1 RESPONSE AcTIONS <br /> <br />Flood crest forecast to be in the YELLOW flood zone at the <br />State Highway 109 Bridge location, the following actions <br />should be implemented: <br /> <br />1. Persons in yellow zones should take precautions and <br />evacuate. Appendix C identifies the structures located in the <br />flood zones. Specifically, see Appendix Cl - C2 for La Junta <br />and C5 - C12 for North La Junta for structures identified in <br />the YELLOW Zone. <br /> <br />2. Provide traffic control (barricades, Enforcement <br />Officers, etc.) in and near flooded areas. Roads that could be <br />affected should also be closed. Roads that have been <br />identified as being affected include portions of the following <br />roads (See Plates 3 - 15) : <br /> <br />LA JUNTA NORTH LA JUNTA NORTH LA JUNTA NORl'H IA JUNTA <br />E. 1st St Ash Grape Oak <br />E. 2nd St Chalmers Hackberry Olive <br />Cimmaron Cheyenne Himebaugh pine <br />Smithland Church Jachim Plum <br />Steen County Rd 194 Jackson Rose <br />Lewis Elm Kilgore Seeley <br />Harriet Fruit Main Trail <br />Bradish Garden McCreery Vine <br /> Gilpen Melon White <br /> <br />3. City and County Offices should be fully operational <br />and working in coordination with the City and County Emergency <br />Operations Centers. State, Federal, and other agencies should <br />also be closely coordinating their activities with the EOC's. <br />Lines of communications are established as necessary. <br /> <br />4. Identify vulnerable areas where sandbags could be <br />placed. See Appendix 0 for information on policies and use od <br />Sandbags. See Appendix K for information on Corps <br />Floodfighting Instructions. <br /> <br />5. Raise and remove equipment in the REO zone. Evacuate <br />residences and businesses from the RED zone if raising of the <br />property is determined not adequate, or the flood is predicted <br />to crest in the red zone. <br /> <br />6. Have Red Cross open the following temporary shelters <br />for evacuees: <br /> <br />LA .roN'rA QSID1!I.N'rS' <br />La Junta Senior Citizens Center (do not use if LEVEL 2, 3) <br />Koshare Indian Museum <br />Columbian Elementary School <br />West Elementary School <br />La Junta High School <br /> <br />East Elementary School <br />La Junta Middle School <br />Otero Junior College <br /> <br />NOR'1'II LA .roN'rA QSID1!I.N'rS should report to Colorado Boy's Ranch <br /> <br />Note: These shelters should be the initial check-in place <br />identified for persons (addresses) listed in Appendix C. If <br />long term shelter will be required, Red Cross will make <br />further provisions with local motels to provide the shelter. <br /> <br />17 <br /> <br />~ Most flood related <br />deaths occur to <br />people in autos <br /> <br />!J!
