As necessary, Agency Directors and ,Red Cross <br />will mobilize their staffs and resources to implement the <br />selected action. <br /> <br />5.2 Selection of ResDonse Actions <br /> <br />Once it is determined that a flood threat exists and <br />that emergency response actions are required, it is necessary <br />to select the level of activity most appropriate for the <br />situation. General categories of emergency response actions <br />are: <br /> <br />1. flood fight efforts (sandbags, etc.) <br />2. raising or removal of property from affected homes or <br />businesses. <br />3. evacuations <br />4. search and rescues <br />5. sheltering of flood victims <br />6. management of electric, gas, water, and sewage <br />utilities <br />7. fire suppression <br />8. law enforcement <br />9. emergency medical services <br /> <br />The flood maps shown on Plates 4-15 should be used as a guide <br />in identifying areas that would require the emergency measures <br />listed below for each flood level. Field observations and <br />familiari tr with bench marks should supplement the flood maps. <br />See Plate 6 for locat~on of elevat~on reference markers. <br /> <br />These maps do not show evacuation routes. Obviously <br />evacuations should be directed away from the River. <br />Individuals (Police, traffic directors, shelter operators, <br />etc.) involved in the evacuation process should be familiar <br />with the roads and shelter locations. Plate 21 locates the <br />shelters to be used during a flood emergency. It is <br />recommended also that the Senior Citizens Center not be used <br />as a shelter if the flood is predicted into the BLUE zone. <br /> <br />Ideally, individuals in residences and businesses in <br />these zones should identify their properties on these maps and <br />be familiar with an evacuation route and other emergency <br />procedures as described in this plan before a flood event <br />occurs (See Paragraph 6 of Section 7 Continued Plan <br />Maintenance). <br /> <br />Actions should be modified as appropriate for flood <br />levels that are below, intermediate, or above the ones listed. <br />Generally, as flooding becomes more serious, implementation of <br />actions will require greater resources. <br /> <br />The following list of actions should be accomplished as <br />soon as possible corresponding to the level of threat <br />previously identified. <br /> <br />16 <br /> <br />~ General Response <br />Actions <br />
