I , I I I I I I I t I I I I I I I I I LEVEL 2 BESPONSE ACTIONS In addition to the above mentioned Level 1 response actions, the following actions should be implemented if the flood crest is forecast to be in the RBD flood zone at the State Highway 109 Bridge location: 1. Persons in the RED zone should take precautions and evacuate. See Appendix C-3 and C-13 for a list of identified structures. 2. Continue traffic control (barricades, Enforcement Officers, etc.) in and near flooded areas. At this point, evacuation is extremely difficult on portions of the roads previously identified on page 17. In addition, portions of DDtOH and I.m<<lN in North La Junta have also become flooded and traffic control should be implemented in this area. 3. Raise and remove property in the BLUE zone. Evacuate residences and businesses from the BLUE zone if raising of the property is determined not adequate, or the flood is predicted to crest in the Blue Zone. 4. Conduct search and rescue operations for stranded and isolated persons. 5. Request assistance from the State Office of Emergency Services through the Otero County Emergency Coordinator. LEVEL 3 BESPONSE ACTIONS In addition to the above mentioned Level 1 and 2 response actions, the following actions should be implemented if the flood crest is forecast to be in the BLUE flood zone at the State Highway 109 Bridge location: 1. Persons in the BLUE zone should take precautions and evacuate. See Appendix C-4 and C-14 for a list of identified structures. 2. Continue traffic control (barricades, Enforcement Officers, etc.) in and near flooded areas. The following roads have now become flooded in addition to those previously identified, and traffic control should be implemented in these areas: LA JUNTA LA JUNTA NORTH LA JUNTA W 1st St W 2nd St San Juan Colorado Sante Fe Raton E 3rd St Camfield Canal Ditch 3. Raise and remove property in the BLUE zone. Evacuate residences and businesses from the BLUE zone if raising of the property is determined not adequate. If the predicted flood crests are higher than the BLUE zone, evacuate the structures above the BLUE zone. 4.
