<br />I <br /> <br />, <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />t <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />LEVEL 2 BESPONSE ACTIONS <br /> <br />In addition to the above mentioned Level 1 response actions, <br />the following actions should be implemented if the flood crest <br />is forecast to be in the RBD flood zone at the State Highway <br />109 Bridge location: <br /> <br />1. Persons in the RED zone should take precautions and <br />evacuate. See Appendix C-3 and C-13 for a list of identified <br />structures. <br /> <br />2. Continue traffic control (barricades, Enforcement <br />Officers, etc.) in and near flooded areas. At this point, <br />evacuation is extremely difficult on portions of the roads <br />previously identified on page 17. In addition, portions of <br />DDtOH and I.m<<lN in North La Junta have also become flooded and <br />traffic control should be implemented in this area. <br /> <br />3. Raise and remove property in the BLUE zone. Evacuate <br />residences and businesses from the BLUE zone if raising of the <br />property is determined not adequate, or the flood is predicted <br />to crest in the Blue Zone. <br /> <br />4. Conduct search and rescue operations for stranded and <br />isolated persons. <br /> <br />5. Request assistance from the State Office of Emergency <br />Services through the Otero County Emergency Coordinator. <br /> <br />LEVEL 3 BESPONSE ACTIONS <br /> <br />In addition to the above mentioned Level 1 and 2 response <br />actions, the following actions should be implemented if the <br />flood crest is forecast to be in the BLUE flood zone at the <br />State Highway 109 Bridge location: <br /> <br />1. Persons in the BLUE zone should take precautions and <br />evacuate. See Appendix C-4 and C-14 for a list of identified <br />structures. <br /> <br />2.
