<br />CONTINUED IMPLEMENTATION OF IEMS. <br /> <br />We are still in a developmental phase or shakedown period with respect to <br />the implementation of the Integrated Emergency Management System (IEMS). <br />After a crash program in FFY 84 involving preparation of Hazard Analysis (HA), <br />Capability Assessments (CA) , and Multi-Year Development Plans (MYDP) we are <br />faced in FFY 85 with refinements to the initial effort. The Federal Emergency <br />Management Agency has developed Hazard Identification, Capability Assessment, <br />and Multi-Year Development Plan (HICA!MYDP) instructions and forms to <br />establish a nationwide data base for determining the status of emergency <br />preparedness and the impact of FEMA funds on State and local emergency <br />management operations. <br /> <br />The revised and automated system promises to provide useful information to <br />State and local government planning and budgeting, as well as providing a data <br />base which will improve Comprehensive Cooperative Agreement negotiations <br />between the States and FEMA. It is also our hope that the information will <br />provide credible evidence of the extent of state and local government <br />emergency management needs and thus influence the FEMA budget developmental <br />process. <br /> <br />A proposed schedule for implementation of the automated HlCA/MYDP is included <br />below. <br /> <br />Proposed Schedule Initial Implementation of Automated HlCA/MYDP <br /> <br />FY 198~ <br />December 14, 1984 <br />November 15- <br /> <br />Orientation session held in each Region for Regional <br />and State staff; advance copy of final Hazard Identifica- <br />tion, Capability Assessment, and Multi-Year Development <br />Plan (HICA/MYDP) guidance should be available. <br /> <br />January 7, 1985 <br /> <br />Bulk shipment of printed guidance available to Regions <br />and States; States send to local jurisdictions. <br /> <br />(open) <br /> <br />Local jurisdictions complete HICA!MYDP and mail to States <br />for State review (date to be determined by each State based <br />on internal scheduling considerations). <br /> <br />April 30 <br /> <br />States forward local HICA!MYDPs . to data processing center <br />for data entry. <br /> <br />August 1 <br /> <br />States receive computer reports summarizing local HICA/ <br />MYDPs for use in preparing State MYDPs (reports for <br />redistribution to participating local jurisdictions will be <br />provided to States in September). <br /> <br />September 30 <br /> <br />States complete MYDPs and forward to data processing <br />center for data entry. <br />
