<br />o The levee provide 3.0 feet of freeboard above the <br />100-year water surface elevation. <br /> <br />o All openings must be provided with closure devices. <br /> <br />o Levee embankments must be protected from erosion, <br /> <br />o Levee embankment stability must be evaluated. <br /> <br />o The interior drainage system must be evaluated. <br /> <br />o An operation and maintenance plan must be implemented <br />for the levee system. <br /> <br />In addition to investigating the feasibility of <br />constructing a levee system for the Spring Creek Basin. the <br />interior drainage problems were analyzed which occur from the <br />overtopping and breaching of irrigation ditches and canals <br />during heavy rains. In the past, the pierce Lateral has broken <br />at different locations resulting in flooding of some portions <br />of the Town. <br /> <br />Plan I is the recommended project for the Town of pierce <br />because it is considered to be the most cost effective project <br />for their flood problems. <br /> <br />8.0 90st Estimate <br /> <br />The unit costs for estimating project cost were obtained <br />from actual cost bids for similar projects constructed during <br />1987 and 1988. The Davis-Bacon provisions were required in all <br />bids and were used to develop the unit cost schedule for <br />estimating the overall project costs. Project quantities were <br />computed from data obtained from large scale mapping - 2 foot <br />contours at a scale of I" _ 200' and from field surveys. <br /> <br />-8- <br />
