upstream reservoir in their Spring Creek Watershed Study. The
flood control reservoir plan was found to be infeasible. The
Town is presently in the National Flood Insurance
Program; therefore, no implementation of NFIP measures is
required. Due to the large number of residential structurE'S
and mobile homes within the floodplain. flood proofing by the
elevation of structures is not considered feasible.

TlJO flood control levee plans were conside, red. First, a
levee system was analyzed which would provide IOO-year flood
protection for the floodplain of the Spring Creek Overlflow
(west of the UPRR) and Spring Cree), (east of the UPRR). Tbis
plan consists of eartben levees and protective features located
along the west and east floodplain of Spring Creek. The west
bank system is located along the west ROW of U.S. Highway 85
commencing at Main Street and ending at County Road 88, and the
east side system is located on tbe left bank of Spring Creek
protecting tbe entire east-side of tbs community. The plan
would require floodproofing measures and flood insurance
coverage for areas upstream of Main Street in tbe spring Creek
overflow floodplain. The plan includes the re-inforcement of
one-half mile of the Boutbside dike of tbe pierce Lateral
located Northwest of the Town. The plan is displayed on plate
1.

Secondly, a ring levee system was analyzed for the
residential structures located east of Spr'ing Creek with QQ.
protection for the Spring Creek overflow floodplain. Many of
these properties have individual levee systems.

These levee systems were designed in compliance with tbe
"FEMA Regulation For Levees", and will remove protected
properties from the IOO-year floodplains. The requirements for
protection from tbe IOO-year flood are that:

-7-
