<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I, <br />I <br />I <br />I <br />I <br /> <br />SECTIONTHREE <br /> <br />Program Plan <br /> <br />It is the CWCB's intent to produce publication ready FEMA DFIRMs. Therefore, included <br />within the definition of DFIRM creation or conversion are tasks and costs associated with the <br />publication and fmalization of DFIRMs. These tasks include, but are not limited to, distribution <br />of preliminary FIS' and FIRMs, ensuring that 6-month compliance period requirements are met, <br />and preparing final deliverables (negatives for the Government Printing Office (GPO), etc.). The <br />CWCB does not intend to assume any of the current responsibilities of the GPO, and in fact <br />discourages the future production of paper mapping products in light of the recommended digital <br />distribution of flood hazard data for Colorado. <br /> <br />Additional information regarding the administrative and technical requirements and procedures <br />for the production of DFIRMs in Colorado, including compliance with state and FEMA <br />requirements, can be found in "Colorado's Map Modernization Program - Updating Colorado's <br />Flood Maps". More information on these tasks, including detailed definitions and cost <br />estimating tools, are included in Appendix D. <br /> <br />3.2.3 Information Technology and Database Management <br /> <br />Many of the information technology (IT) requirements established for flood hazard analysis and <br />DFIRM production are not direct requirements of the CWCR Those non-CWCB requirements <br />have been and will be transferred to the flood mapping engineering consultants. However, the <br />CWCB is interested in storing and distributing some of the final deliverables, which will result in <br />a need to upgrade to the current IT resources available within the Colorado DNR. The following <br />IT deliverables have been identified as part of the floodplain mapping program: <br /> <br />. Repository for fin~l DFIRM GIS deliverables. GIS data would be available for <br />download in the three FEMA distributed formats, Arelnfo, ArcView, and Map Info. <br />The basic requirements to make this service available are server space, interface <br />development, and maintenance costs. There is a process to expand the IT program and <br />to establish on-site IT staff responsible for interface development and maintenance <br />costs. Additionally, it is anticipated that the space requirements of the GIS data will be <br />within the limits of the existing server space (distribution of the three formats is <br />anticipated at 10-15 MB per county). Therefore, the CWCB anticipates a minor amount <br />of assistance for additional IT requirements to support this function. <br /> <br />. Repository for final DFIRM graphical deliverables. Graphical displays of the FIS and <br />FIRM panels would be available for download in Adobe Acrobat or similar format. The <br />basic requirements to make this service available are server space, interface <br />development, and maintenance costs. We are currently expanding the IT program to <br />establish on-site IT staff responsible for interface development and maintenance costs. <br />Server space for the distribution of this data is anticipated at 10-15 MB per FIRM panel <br />and 10-50 MB per FIS. The CWCB anticipates additional IT requirements to support <br />this function. <br /> <br />. Repository for back-up information used to create the DFIRM, such as hydrologic and <br />hydraulic data, topography, workmaps, Technical Support Data Notebook (TSDN), etc. <br />This information will reside on a CWCB server.
