<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTION THREE <br /> <br />Program Plan <br /> <br />3.2.2 Study Contractors <br /> <br />As the CWCB does not have an in-house engineering staff solely devoted to floodplain mapping <br />efforts in Colorado, the use of engineering consultants is essential to make the Floodplain <br />Mapping Program a success. To support the Floodplain Mapping Program, the CWCB has <br />secured two engineering consultants to perform flood study updates in Colorado during the first <br />two federal fiscal years of the Map Modernization Program. Both of the selected engineering <br />consultants have substantial flood mapping experience on a national level as well as a local <br />Colorado presence. The consulting contracts will be reviewed and evaluated every two years, <br />and the DNR Purchasing Division may require re-advertisement and selection of consultants on <br />that basis. As previously stated, the CWCB intends to assume responsibility for long-term, <br />periodic maintenance of Colorado DFIRMs. To support this goal the CWCB has selected <br />engineering consultants that are familiar with all phases of flood map production, including <br />scoping, preliminary map production, and post-preliminary processing. The tasks for which the <br />engineering consultants may be responsible on any given project are: <br /> <br />. Project Scoping <br /> <br />. DFIRM database creation <br /> <br />. Base map upgrade for DFIRM that no longer meets FEMA specifications <br /> <br />. DFIRM conversion of manual FIRM <br /> <br />. Redelineation of detailed flood hazards based on new topography and/or new engineering <br />data <br /> <br />. Topographic data collection (LIDAR or Photograrnmetry) <br /> <br />. Topographic and hydraulic structure data collection (Survey) <br /> <br />. New approximate analysis (Limited Method) and redelineation <br /> <br />. Riverine Study (Hydrology) <br /> <br />. Riverine Study (Hydraulics - Detailed Method) <br /> <br />. Riverine Study (Floodplain delineation) <br /> <br />. Detailed Study (Unique flood hazards) <br /> <br />. Independent QC of topography <br /> <br />. Independent QC of hydrology and hydraulics <br /> <br />. Independent QC of mapping <br /> <br />. Assist with the resolution of appeals, protests, and comments <br /> <br />At present, CWCB believes that contracting with these engineering consultants represents the <br />most effective means for conducting Map Modernization activities in Colorado. CWCB does not <br />wish to have any Map Modernization activities in Colorado conducted through IAA or IDIQ <br />contracting procedures. CWCB strongly urges FEMA to support the utilization of the CTP <br />mechanism as the only mechanism for contracting of FEMA-funded floodplain studies in <br />Colorado. <br /> <br />Colorado Business Case Plan - March 2004 <br /> <br />3-22 <br />
