103. As discussed under IMPROVEMENTS DESIRED, numerous publ ic
hearings and conferences have been held concerning the solution of the
flood problem at Las Animas. Upon completion of investigations made
for this report, conferences were conducted by the District Engineer
with local interests at Las Animas to obtain their views regarding the
plan considered most feasible for flood protection and, subject to
their approval of the plan, to obtain assurances of their wi I I ingness
to cooperate In the construction of the project if it is authorized.
The conferences were held on February 26 and December 6, 1963, at which
timestthe elements of the proposed plan were described in detai I and
the requirements of local cooperation were explained. Local interests
expressed approval of the plan and gave verbal assurance of their
wi I I ingness and abi I ity to participate in construction of the project.
Subsequent to each of the conferences, Board Members of the Arkansas
River Conservancy District forwarded written approval of the plan of
improvement and stated that the District would furnish the required
local cooperation. Copies of their letters are included in appendix D.

104. COORDINATION WITH OTHER AGENCIES.- During the preparation
of this report, close coordination of studies relating to the water
resources problems and needs of the Upper Arkansas River Basin and
solutions thereto was maintained with the regional offices of interested
Federal agencies and the State of Colorado. The Bureau of Sport Fish-
eries and Wi Idlife, U.S. Fish and Wi Idl ife Service; the U.S. Publ ic
Health Service; the Colorado Department of Game and Fish; and the
Colorado Department of Publ ic Health furnished valuable assistance in
the formulation and evaluation of the improvement. A report prepared
by the Bureau of Sport Fisheries and Wi Idl ife together with copies of
letters from the Colorado Department of Game and Fish, the U.S. Publ ic
Health Service, and the Colorado Department of Publ ic Health are
included in appendix D.

105. To further the coordination of projects and programs, a
draft of this report was submitted to the regional offices of al I
interested Federal agencies for review at field level and to the
Director of the Colorado Water Conservation Board. Their views and
comments are summarized and discussed in the fol lowing paragraphs.
Copies of written comments are included in appendix D.

106. SOIL CONSERVATION SERVICE, U.S. DEPARTMENT OF AGRICULTURE:

a. AWR Basins Office.- The River Basin Representative of
the AWR Basins Office stated that review of the draft of report and
comments thereon would be accomplished by the field offices of the
Soi I Conservation Service. He later advised that the comments of
the Colorado State Conservationist constitute the field level com-
ments of the Department of Agriculture on this report.

b. State Officer The Colorado State Conservationist advised
that the report draft had been reviewed by the Work Unit Conservationist
