As discussed under IMPROVEMENTS DESIRED, numerous publ ic <br />hearings and conferences have been held concerning the solution of the <br />flood problem at Las Animas. Upon completion of investigations made <br />for this report, conferences were conducted by the District Engineer <br />with local interests at Las Animas to obtain their views regarding the <br />plan considered most feasible for flood protection and, subject to <br />their approval of the plan, to obtain assurances of their wi I I ingness <br />to cooperate In the construction of the project if it is authorized. <br />The conferences were held on February 26 and December 6, 1963, at which <br />timestthe elements of the proposed plan were described in detai I and <br />the requirements of local cooperation were explained. Local interests <br />expressed approval of the plan and gave verbal assurance of their <br />wi I I ingness and abi I ity to participate in construction of the project. <br />Subsequent to each of the conferences, Board Members of the Arkansas <br />River Conservancy District forwarded written approval of the plan of <br />improvement and stated that the District would furnish the required <br />local cooperation. Copies of their letters are included in appendix D. <br /> <br />104. COORDINATION WITH OTHER AGENCIES.- During the preparation <br />of this report, close coordination of studies relating to the water <br />resources problems and needs of the Upper Arkansas River Basin and <br />solutions thereto was maintained with the regional offices of interested <br />Federal agencies and the State of Colorado. The Bureau of Sport Fish- <br />eries and Wi Idlife, U.S. Fish and Wi Idl ife Service; the U.S. Publ ic <br />Health Service; the Colorado Department of Game and Fish; and the <br />Colorado Department of Publ ic Health furnished valuable assistance in <br />the formulation and evaluation of the improvement. A report prepared <br />by the Bureau of Sport Fisheries and Wi Idl ife together with copies of <br />letters from the Colorado Department of Game and Fish, the U.S. Publ ic <br />Health Service, and the Colorado Department of Publ ic Health are <br />included in appendix D. <br /> <br />105. To further the coordination of projects and programs, a <br />draft of this report was submitted to the regional offices of al I <br />interested Federal agencies for review at field level and to the <br />Director of the Colorado Water Conservation Board. Their views and <br />comments are summarized and discussed in the fol lowing paragraphs. <br />Copies of written comments are included in appendix D. <br /> <br />106. SOIL CONSERVATION SERVICE, U.S. DEPARTMENT OF AGRICULTURE: <br /> <br />a. AWR Basins Office.- The River Basin Representative of <br />the AWR Basins Office stated that review of the draft of report and <br />comments thereon would be accomplished by the field offices of the <br />Soi I Conservation Service. He later advised that the comments of <br />the Colorado State Conservationist constitute the field level com- <br />ments of the Department of Agriculture on this report. <br /> <br />b.
