<br />Glossary of Terms <br /> <br />lOO-Year Floodplain - <br /> <br />The land in the floodplain within a <br />community subject to a one percent or <br />greater chance of flooding in any given <br />year. <br /> <br />lOO-Year Flood Water Surface Elevation - The projected height in <br />relation to Mean Sea Level reached by a <br />IOO-year or one percent flood. <br /> <br />lOO-Year Flood Water Surface Profile - A graphic depiction, in <br />side view, of the lOO-Year Flood Water <br />Surface Elevations along the center line <br />of the stream. <br /> <br />National Flood Insurance Program - (NFIP) A Federally sponsored <br />program whereby flood insurance is made <br />available to property owners at low rates <br />in return for agreement by participating <br />communities to manage floodplain <br />development in accordance with Federal <br />requirements. <br /> <br />Emergency Phase - The enactment of NFIP on an emergency <br />basis to provide a first layer amount of <br />insurance on all insurable structures <br />before the effective date of the Flood <br />Insurance Rate Map at subsidized rates. <br /> <br />Regular Phase - The enactment of NFIP on a regular basis <br />after the effective date of the Flood <br />Insurance Rate Map (FIRM). Actuarial <br />rates are required for first layer <br />coverage for all new construction and <br />substantial improvements started on or <br />after the effective date of the FIRM. <br />All structures, were constructed before <br />the effective date of the FIRM are <br />eligible for first layer coverage at <br />subsidized rates or actuarial rates, <br />whichever are lower. Regardless of date <br />of construction, rates are always <br />required for second layer coverage, and <br />such coverage is offered only after a <br />risk study for the community has been <br />completed. <br /> <br />Flood Insurance Rates - The premium rates a property owner must <br />pay to insure his property against flood <br />damage. <br /> <br />-8- <br />
