<br />Actuarial Rates - Those rates established pursuant to <br />individual community risk studies and <br />investigations and in accordance with <br />accepted actuarial principles. Actuarial <br />rates is related to the degree of actual <br />risk, operating costs, and allowances. <br /> <br />A-Zone - Area subject to flooding by a lOa-year <br />flood. Individual zone numbers are <br />assigned according to the degree of <br />hazard. <br /> <br />B-Zone - Area between the boundaries of the <br />lOa-year flood and the SOO-year flood. <br /> <br />C-Zone - Area outside of the SOD-year floodplain. <br /> <br />First Layer Coverage - The maximum amount of structural and <br />contents insurance coverage available <br />under the Emergency Program. <br /> <br />Second Layer Coverage - An additional limit of coverage, made <br />available under the Regular Phase of NFIP <br />only where authorized by FEMA. <br /> <br />Flood Insurance Rate Map (FIRM) - An official map of a <br />community, on which FEMA has delineated <br />both the areas of flood hazard and the <br />actuarial rate zones applicable to the <br />community. <br /> <br />SUbstanial Improvement - Any repair, reconstruction, or <br />improvement of a structure, the cost of <br />which equals or exceeds SO percent of the <br />market value of the structure either a) <br />before the improvement or repair is <br />started, of b) if the structure has been <br />damaged, and is being restored, before <br />the damage occurred. <br /> <br />-9- <br />
