Fountain Creek Flood Control Project. All of the
data was reviewed. The primary data source for the
depth of flooding map was the water surface profile
prepared by the Army Corps for their study. MSM
Consultant's, who are under contract to the Federal
Insurance Administration, revisions and amendments
were reviewed and considerations were made. The
assumptions behind this profile were reviewed with
the Albuquerque office of the Corps. Some
questions raised by Water Conservation Board staff
regarding the hydraulic analysis are still being
investigated, but through much of this study area
the data have been checked and found satisfactory.

Depth of Flooding Map

By using the water surface profile for the
lOO-year flood, water surface contours were
derived with a 2 foot interval. The 2 foot
contours on the ground topography map were then
subtracted from the water surface contours to
determine the depth of flooding. Zones of 0-2 foot
depth, 2-4 foot depth, 4-6 foot depth, 6-8 foot
depth, 8-l0 foot depth were delineated on a colored
overlay. These zones show how deep the water would
be in any particular portion of the study area
during a lOO-year flood. The map serves two
purpose. First, it provides information about the
potential degree of flood hazard for individual
properties. Second, it facilitates the
determination of flood insurance rates for
individual properties. An important fact shown by
this map is that a substantial portion of the Lower
East Side would be inundated by 4 feet or more of
water, and some portions would be 8 to lO feet of
water.

Procedure for Determining Insurance Rates

Because the structural solution to the
flooding problems is still pending for the study
area, it is improtant to examine available
non-structural protection such as:

o Flood Insurance
o Flood Warning System
o Flood Evacuation Plan

Besides a warning system and an evacuation
plan for the study area, the most useful form of
protection would be flood insurance. This would
provide property owners with some money if their
property suffered flood damage.

-3-
