Special Report, "Fountain Creek Floodplain", U.S. Army <br />Corps of Engineers, 1981. <br /> <br />Investigation for Study Area <br /> <br />Once the basic information needs of Pueblo Action, Inc. were <br />established and the existing information available was <br />determined, the following study procedure was developed and <br />followed for this investigation. <br /> <br />l) Define Study Limits <br />2) Review Base Information and Data <br />3) Prepare Depth of Flooding Map <br />4) Describe Procedure for Determining Insurance Rates <br />5) Describe Procedure for Obtaining Insurance <br />Coverage <br />6) Review Impact of Army Corps Flood Control project <br />on Flood Hazard and Flood Insurance Rates <br /> <br />Study Limits <br /> <br />Pueblo Action, Inc. was consulted in defining <br />the area to be studied. It was decided that the <br />most critical single area was the Lower East Side, <br />on the east side of Fountain Creek, but that other <br />areas to the west and to the north were also <br />important. U.S. Highway 50 was chosen as <br />the northern boundary, while the confluence with <br />the Arkansas River was chosen as the southern <br />boundary. The downtown area was felt to be a <br />separate concern for the purpose of this study. <br />For that reason, the eastern and western boundaries <br />of mapping for the topographic maps prepared for <br />the Corps of Engineers by E.M. Clark and Associates <br />were used as study limits. These include most of <br />the lOa-year floodplain of Fountain Creek from <br />U.S. Highway 50 to the Arkansas River. <br /> <br />Base Information and Data <br /> <br />In 1972 the Army Corps of Engineers prepared a <br />Flood Insurance Study for Fountain Creek in <br />Pueblo. Following that study work was begun on a <br />revised study considering new hydrologic and <br />hydraulic information. This revised study was <br />begun by the Army Corps and is now being completed <br />by MSM. Consultants for the Federal Emergency <br />Managtment Agency.
