<br />e <br /> <br />e <br /> <br />e <br /> <br />5.2 Organization and Assignment of Responsibilities <br /> <br />The following responsibilities are unique to the County Flood <br />Emergency Plan and are repeated here for use as needed. <br /> <br />1. Emergency Management Director <br /> <br />a. Maintain Emergency Preparedness/Action Plans for county; to <br />include current data on areas prone to flooding, contact persons responsible <br />for residential and business structures and persons requiring notice to <br />evacuate in the event of flooding. This information should be updated <br />regularly. <br /> <br />b. Maintain communications with other agencies on conditions of <br />dams and water levels. Increase this communication and surveillance, when <br />dam and/or water level conditions create potential or real threats to life and <br />or property. <br /> <br />c. Assure that owners of all medium or high risk dams file <br />Emergency Preparedness/Action Plans with the Office of Emergency <br />Management and the Colorado Division of Water Resources and that these <br />plans include the information listed in 1 a above. <br /> <br />d. Maintain a list of automated river monitoring points and be <br />knowledgeable in the procedures to access these points. <br /> <br />e. Maintain a list of emergency contacts for irrigation ditch <br />companies and provide timely notification when expected weather indicates <br />possible flash flooding. <br /> <br />f. Prepare maps reflecting potential inundation areas, evacuation <br />routes and safe areas/shelters for each potential threat (See attached plates <br />in this plan for Canon City). Provide copies to local media sources properly <br />identified for reproduction and dissemination when directed. <br /> <br />g. Establish a Public Information Center in a safe area near <br />affected flood areas to respond to queries from the media. A Health and <br />Welfare Inquiry Center is established by the American Red Cross for <br />inquiries from the public. <br /> <br />2. Sheriff's Department shall establish and maintain a spotter/stream <br />watcher force to provide stream/river level information on a timely basis. <br />Dispatch selected personnel from this force to predesignated locations to <br />increase surveillance, when such action is necessary. <br /> <br />3. Fremont County Environmental Health: <br /> <br />a. Direct the testing of water systems for pollution in areas directly <br />or indirectly affected by the flooding. <br /> <br />b. Arrange for potable water in areas adversely affected by water <br />system pollution. <br /> <br />20 <br /> <br />t Response Actions <br />
