<br />e <br /> <br />e <br /> <br />e <br /> <br />5. EM.ERG~NCY RESPONSE AC'II.QNS <br /> <br />Emergency Response Actions occur immediately prior to and during <br />a flood event. The actions are planned to reduce the threat to life and to <br />lessen social and economic impacts of flooding. This chapter of the Flood <br />Emergency Action Plan describes the emergency response actions to be <br />implemented by the City of Canon City and Fremont County based on the <br />identified level of threat. <br /> <br />The City determines the organizational structure and establishes <br />procedures for implementation of each potential emergency response action. <br />However, to avoid duplicate efforts and to insure effective responses, <br />complete coordination between City and County Offices (Police, Sheriff, <br />Emergency Director, etc.) is needed for direction of all resources. <br /> <br />5. 1 ConceDt of Operations <br /> <br />Implementation of this plan requires overall coordination from Canon <br />City Officials and the Fremont County Office of Emergency Management. <br />Ongoing communications between these two offices and other agencies <br />involved are essential in saving lives and dollars due to a flood event. <br /> <br />As soon as deemed necessary, an Emergency Operations Center <br />(EOC) will be established by the Fremont County Office of Emergency <br />Management. As identified in the County Emergency Operations Plan <br />(EOP), the EOC will be located in the City Police/Court Building. <br /> <br />The City CouncillCity Administrator is responsible for selection of <br />emergency response actions and command of City Personnel and resources <br />in the effective implementation of selected actions. The City Counci/ICity <br />Administrator organizes activities and delegates responsibilities as <br />necessary to accomplish the task. <br /> <br />The City CouncillCity Administratorshould directly request assistance <br />from the Fremont County Sheriffs Department and from the Fremont County <br />Emergency Management Director. <br /> <br />In the event state assistance is required, the Fremont County <br />Emergency Management Director will convey the Citys' request for state <br />assistance to the State Office of Emergency Management in Golden, <br />Colorado. The State Agency will work in cooperation with City Officials during <br />the emergency assistance. <br /> <br />Upon determination of the emergency action(s), Officials will mobilize <br />city and county agencies with roles in the selected actions. As necessary, <br />Agency Directors and Red Cross will mobilize their staffs and resources to <br />implement the selected action. <br /> <br />19 <br />
