<br />1998 - Colorado Flood Hazard MitigatiBn Plan (4091 <br /> <br />The Colorado Water Conservation Board provides <br />engineering and technical assistance to local govem- <br />ments in the development of floodplain information <br />studies. The board is the state coordinator of all <br />floodplain management activities within the State of <br />Colorado. The Colorado Water Conservation Board <br />has developed a computerized database showing the <br />availability of floodplain information in Colorado. The <br />database should be available online at the Department I <br />of Natural Resources (DNR) homepage by mid-1998 <br />The Board also maintains a library of completed flood- <br />plain information studies. <br /> <br />Through its designation and approval function, the <br />Colorado Water Conservation Board certifies the tech- <br />nical accuracy and appropriateness of floodplain infor- <br />mation to county and municipal governments. It is <br />then up to these local governments to make wise land <br />use decisions based on that information. Since 1967, <br />a total of 462 studies prepared by various' government <br />agencies for a total of approximately 5,000 stream <br />miles have been designated by the board. <br /> <br />The board's flood control and floodplain management <br />programs are listed below: <br /> <br />a. Prescribe standards for flood hazard, flood c0n- <br />trol, drainage, flood mitigation and flood insur- <br />ance studies; <br /> <br />b . Assist, review and perform studies for approval <br />and designation as required by 24-65.1-403(3)(b) <br />and 37-60-106(I)(c), CRS, as amended and to <br />ensure compliance with the board's rules and <br />regulations for delineating 100-year floodplains; <br /> <br />c. Prepare technical manuals of procedures and <br />engineering methodologies In support of a and b <br />above; <br /> <br />d. Collect data and documentation of flood events; <br /> <br />e. Provide coordination on federal studies and flood <br />control projects when seeking Congressional au- <br />thorization and funding including study and pro- <br />ject reviews, as well as directing study efforts to <br />ensure compliance with state standards and re- <br />quirements; <br /> <br />f. Provide general information and coordination to <br />communities concerning participation in the Na- <br />tional Flood Insurance Program (NFIP) and the <br />wise use of floodplains, in general. Also, provide <br />assistance to communities to enter the NFIP's <br />Community Rating System and participate in the <br />FEMA-funded and CWCB-administered Flood <br />Mitigation Assistance (FMA) program which pro- <br />vides annual funding to develop local flood hazard <br />mitigation plans and implement flood mitigation <br />measures; <br /> <br />g. Respond to state or federal flood disaster declara- <br />tions, including preparation of required post- <br />disaster flood hazard mitigation plans, advanced <br />measures, flood fight activities and post-flood <br />recovery operations. Activities which implement <br />program objectives include: 1) chairing the C0l- <br />orado Flood Task Force; 2) conducting an annual <br />spring snowmeit review and issuing pre-flood <br />forecasts, as applicable; 3) preparing news re- <br />leases; and 4) issuing an annual flood report; <br /> <br />h. Provide general guidance, including preparation <br />of "Scopes of Services," to communities per- <br />forming floodplain studies or preparing grant ap- <br />plications for studies; <br /> <br />i. Oversee and manage f100dpiain and major <br />drainage studies, including assistance in negotia- <br />tion of professional service contracts, study man- <br />agement, engineering work, etc.; <br /> <br />j. Assist local governments to prepare floodplain <br />regulations or ordinances or amendments to flood <br />insurance rate maps; <br /> <br />k. Perform hydrologic and hydraulic investigations; <br />and <br /> <br />I. Assist (technically and financially) in constructing <br />flood mitigation projects, which will reduce the <br />exposure of Colorado citizens and their property <br />to flood damages. <br /> <br />Due to the limits on the staff, the CWCB no longer <br />provides site specific engineering and technical assis- <br />tance required by individuals, local communities, and <br />private entities (e.g., bankers, realtors, insU/ance <br />agents, appraisers, etc.) on matters for which they are <br />responsible in the flood, stormwater, and drainage <br />areas. <br /> <br />In FY 81-62 at the request of the Colorado Water <br />Conservation Board, the state engineer identified 34 <br />high priiority (unsafe) darns in need of rehabilitation. <br />They were included in the governo~s proposal for a <br />five-year Capital Investment Plan. The owner of each <br />facility listed was notified that dam rehabilitation funds <br />may be available. <br /> <br />The Colorado Water Conservation Board, and later the <br />Legislature, set a goal of using about one-third of the <br />CWCB Construction Fund for dam rehabiiitation. <br />Funds for the rehabilitation of unsafe dams could be <br />advanced to dam owners from the CWCB Construc- <br />tion Fund upon the Board's recommendation to the <br />Legislature. The general rules for obtaining funds frcm <br />this source are: <br /> <br />1. The state will only advance 50 percent of the <br />estimated project cost to the owners.
