<br /> <br />199B - Colorado Flood Hazard Mitigation Plan (4091 <br /> <br />3.2 Government Organizations <br />& Roles of Different Levels <br />and Internal Organization <br /> <br />3.2.1 State Departments <br /> <br />state departments are responsible, within their statu- <br />tory authonties, to provide assistance and support to <br />local jurisdictions when they are unabie to cope with a <br />disaster emergency situation. Upon implementation of <br />the State Emergency Operations Plan (SEOP) they <br />are responsible for the implementation of assigned <br />State Emergency Functions (SEFs). The operational <br />roles, responsibiltties and intra-organizational relation- <br />ships of state departments are described in detail in <br />the assigned State Emergency Function Annexes to <br />the Plan. <br /> <br />3.2.1.1 <br /> <br />Governor's Office <br /> <br />Governor's Offiae - .CoIo1'ado Disaster Emergency <br />Act of 1992" (Part 21 of Article 32, Title 24, Colorado <br />Revised Statute, 1988 as amended states the gover- <br />nor, as the executive head of state, has the inherent <br />responsibility, constitutional and statutory authority, to <br />commit state and local resources (personnel, equip.- <br />ment, and finances) for the purpose of .... meeting the <br />dangers to the state and its people presented by <br />disasters. This responsibility is exercised through the <br />director, Office of Emergency Management (OEM), <br />Department of Local Affairs (DOLA). The Governor's <br /> <br />Disaster Emergency Council serves as an advisory <br />council to the governor and the director, Office of <br />Emergency Management on all matters pertaining to <br />Declarations of state Disaster Emergencies, and on <br />the response and recovery activities of state govern- <br />ment. The Governor's Office is responsible for making <br />state disaster declarations, usually at the recommen- <br />dation of the OffICe of Emergency Management, and <br />for the request to the president for a major disaster <br />declaration, as necessary. <br /> <br />3.2.1.2 Department of Natural Resources <br />(DNR) <br />The Department of Natural Resources has the man- <br />date to conserve, protect, promote the development <br />and regulate the use and enjoyment of the state's <br />natural resources.
