Weldona <br /> <br />Biggest problems- FEMA says the BCA (Benefit Cost) is not adequate because it does not <br />include the prior events of lower magnitude. FEMA's alternative is to fund the culvert <br />pOltion because they can be CATEXED (categorically excluded) from the NEP A process, <br />then elevate or floodproofhomes which are also catexable. <br />Problem: MOfian County is under political pressure to Udo something" before the next <br />stonn season. According to FEMA, if the County starts the project before their approval it <br />sinks the whole thing. <br /> <br />Action: Tom Browning to contact Morgan County. Fred to contact Kent. The County <br />needs to decide which way to go. <br /> <br />2, Canon City <br /> <br />Biggest problems- FEMA says this is not eligible under the HMGP as it dOe:!l protect lives <br />or property. We (OEM, CWCB) ~l!.spect that the city and contracting engineers neglected <br />to emphas~e the prior flood events which damaged homes and businesses. Also, a <br />detention basin may have been constrUcted post 1991 that protected structures in <br />subsequent tloods.
