<br />-. <br /> <br />. <br /> <br />. <br /> <br />3) Is the hydrology for the project design acceptable to all concerned parties? <br /> <br />CWCB Response: The project design hydrology values are the published in the 1992 <br />USDA-SCS (NRCS) and FEMA FIS publications for the 100-year flood event. In <br />addition, the CWCB computed the 1997 flood flows in cooperation with the Corps of <br />Engineers hydrologist following the flood event. The project design hydrology is 22,200 <br />cfs compared to the USDA-SCS and FEMA I OO-year flood value of 12,200 cfs. <br /> <br />4) Are you sure on the project design hydrology? <br /> <br />CWCB Response: The project sponsors are considering contracting the professional <br />services of an independent hydrologist to re-evaluate the project hydrology and flow <br />regimes. <br /> <br />5) Are there any opportunities to eliminate the human intervention component for the <br />project? <br /> <br />CWCB Response: The review team was informed that one structure was eliminated <br />on County Road 24. This floodwater crossing (closure) consists of depressing the <br />roadway on the flood side of the levee and elevating the roadway at the levee crossing. <br />However, at the US Highway 6 crossing, this would be more expensive than the roadway <br />closure structure due to federal highway construction standards. It!lli!Y be possible to <br />elevate the roadway two feet and install stop logs to meet the three-foot faceboard <br />requirements. It would be impossible to elevate the roadway five feet due to sight <br />distance design requirements. <br /> <br />6) When can the sponsors start the project? <br /> <br />CWCB Response: Immediately, we are ready to start project design and right-of-way <br />(ROW) acquisition. <br /> <br />7) Which federal agency will direct the Environmental Assessment? <br /> <br />CWCB Response: We request that FEMA direct the assessment and the project <br />sponsors will assist. <br /> <br />8) Summary Comments - The review team was in support ofthe project and wants the <br />design to provide flood protection to the property and lives of the people of Sterling, <br />Logan County and Atwood. <br /> <br />Cc: Sherry I Hahl - FEMA <br />John Liou - FEMA <br />Fred Sibley - OEM <br />CWCB staff <br /> <br />Attach. <br />
