I feel that it was a <br />very positive meeting with nmch interest and support for the project by everyone involved. <br />Some of the major concerns/questions and responses were: <br /> <br />I) Human intervention component for the road closure structure at the Riverside Cemetery. <br /> <br />CWCB Response: The Review Team was brief about the advance warning <br />opportunities that the community has to install the stop logs. During the 1997 flood <br />event, we had 12 hours lead-time from County Road No. 25 to the cemetery. In addition, <br />time can be obtained by having rainfall observers located in the watershed. For the 1997 <br />flood events, the rain ended at I a.m. on July 30th, and the floodwaters entered Sterling at <br />5 p.m. that evening. <br />CWCB findings: I do not feel that the installation of stop-logs will be a problem in the <br />project design. <br />FEMA findings: FEMA will check with "Washington" to determine if a Human <br />Intervention Component is acceptable for the rescission of a flood insurance requirement <br />and a 1 OO-year floodplain mapping change. <br /> <br />2) How would a Road Closure structure be constructed? <br /> <br />CWCB Response: The five-foot high structure would be similar to the FEMA <br />accepted structure at Wiggins, Colorado. This structure is a concrete sill with H -beam <br />columns at 17-foot spacing, and structural drop-in logs built with treated lumber. <br />
