J

~ APR 27 '98 04:19PM COLO OFF OF EMERGENCY MANAGEMENT
.

.

P.2/5

3. Wiley

Biggest problems- FEMA claims the project would threaten/damage the state highway
bridge by increasing velocity and flow. They win not approve the project as is unless
CDOT absolves them of any liability in the event the bridge washes out post project. A
potential cost of about 400 million. Tom Browning (and FEMA concurred) thinks the
project could be modified to include; 1. The one levee on the west side of the drainage, 2.
Elevation/acquisition of some or all of the residential structures on the east side Dfthe
drainage.

Action: Fred to contact CDOT. If answer is "no", consider the 1 levee, elevate/acquire
option.

4. SterlingILogan

Biggest problems- FEMA says that an element of the project which requires "human
action" (basically a big floodiate requiring someone to drop boards or logs into it) MA. Y
cause heartburn with National Flood Insurance Regs. Otherwise, they (FEMA.) like this
project and are ready to start the NEP A process via contractor.

Action: lohn Liou to research NFIP regs. If no problem, FEMA will start the E. A. If a
problem, Larry Lang has an alternate solution in mind.

We should have a better idea of the status of these projects in about ten days.

FEMA document attached (via fax, S pages total+)
