<br />Jamestown Ordinance No.1, Series 1983 <br />(abreviated text) <br /> <br /> <br />An ordinance adopting by reference the Federal Emergency Management Agency promulgated Flood <br />Damage Prevention Ordinance as the Floodplain Ordinance for the Town of Jamestown, Colorado. <br /> <br />Section 4.1 Establishment of a Development Permit: <br /> <br />A development pennit shall be obtained before construction or development begins within an any <br />area of a special flood hazard (Floodway)... Specifically the following infonnation is required: <br /> <br />(1) Elevation in relation to mean sea level ofthe "lowest floor" of all structures. <br /> <br />(2) Elevation in relation to mean sea level to which any structure has been floodproofed... <br /> <br />(3) Description of the extent to which any watercourse will be altered or relocated as a result of <br />proposed development. <br /> <br />Section 5.2 Floodways: <br /> <br />Located within areas of sp8cial flood hazard established in section 3.2 are areas designated as <br />flood ways. Since the floodway is and extremely hazardous area due to the velocity of flood waters <br />which carry debris, potential projectiles, and erosion potential, the following provisions apply: <br /> <br />(1) Prohibit encroachments, including fill, new construction, substantial improvements, and other <br />development unles8 certifioation by a registered professional engineer or architect is provided <br />demonstrating that encroachments shall not result in any increase in flood levels during the <br />occurrence of the base flood discharge. <br /> <br />(2) Prohibit the placem8nt of any mobile homes, except in an existing mobile home park. <br /> <br />Jamestown Ordinance NO.4 <br /> <br />An ordinance amending the town's Flood Damage Prevention Ordinance adopted by reference in <br />Ordinance NO.1, Series 1983. <br /> <br />(1) Section 2.0, Definitions is amend8d by the addition of the following new definition of "lowest <br />floor'~ <br /> <br />''Lowest Floor" means the low8st floor of the lowest enclosed area (including basement). An <br />unfinished or flood resident enclosure, usable solely for parking vehicles, basement access or <br />storage, in an area other than the basement area, is not considered a buildings lowest floor <br />provided that such enclosure is not built as to rend8r the structure in violation ofthe applicable <br />non-elevation d8sign requirements of this ordinance. <br /> <br />Figure 13 - Jamestown Flood Ordinance. (abreviated) <br /> <br />Floodplain Management <br /> <br />Often, the most cost-effective flood hazard <br />mitigation strategy that a community can em- <br />ploy is enforcement ofthe effective use ofland <br />in flood hazard areas and the acquisition of <br />open space when the opportunity arises. Ef- <br /> <br />fective land use can provide very high net <br />benefits and can significantly lower future <br />catastrophic loss potential in the community <br />vulnerable to flooding. Although land use de- <br />cisions can be controversial, when they are <br />carefully planned and implemented, enor- <br />mous savings in life and property can be gen- <br /> <br />11 <br />
