erated over relatively few years.

Continued participation in the NFIP by
Jamestown mandates the ongoing regulation
of the construction of new structures, signifi-
cant improvement to homes, and the recon-
struction of damaged structures in the lOO-yr
floodplain. Due to the fact that the lOO-year
floodplain is rated by FEMA in the Flood
Insurance Study as Floodway, all areas
within the 100-year floodplain boundary
must be kept free of encroachment. Encroach-
ment is defined by FEMA as, "Construction,
placement of fill, or similar alteration of to-
pography in the floodplain." The Floodway
must also be kept free of encroachment so
that the 100-year flood discharge can be con-
veyed without substantially increasing flood
heights further downstream.

If a structure already located in the 100-year
floodplain is damaged for any reason (fire,
landslide, or flood) and requires repairs valu-
ing more than 50% of market value, it will

BOULDER COUNTY
RAIN GAUGE SYSTEM

?a Gold Ufe
LUTlWC)/.I.....,S .ASIN

O..rll

Figure - 14 - Boulder CO STOIUlM SY8tem Gauge Map

have to be proven conclusively that there will
be no subsequent increase in flood levels due
to said improvement.

Without conclusive proof, repairs to said
property are prohibited by Town Ordinance
NO.1 and alternative solutions will have to be
sought. This land use issue is one of central
concern to the community of Jamestown, as
suitable space for development is limited and
the floodplain offers an attractive place to live.
All ordinances are available for public review
at the Town Clerk's office in the town hall.

Emergency Preparedness and Flood
Warning

Currently, Jamestown is provided some pro-
tection from flooding through flood warning
and forecasting by the National Weather
Service and the Boulder County Multi-Agency
Resource System (MARS). Flash flood detec-
tion, rainfall, and streamflow forecasting for
Boulder County and its municipalities are
centralized through an elaborate system of

13

TN

o "......lo.n
44 ..... 0-
D
?tSI"lef

LEGEND
RAIN GAUGE = 0
STREAM GAUGE ~ 0

IiM.P SCld.E
11 Inch. . _".'1
It' ';.i.1

12
