OEM Flood Hazard Mitigation <br />Suroey Team <br /> <br />enforce floodplain regulations, and provide a <br />critical baseline for post-flood damage assess- <br />ment. <br /> <br />Flood Protection Measures - <br />To Date <br /> <br />Currently, there are no flood control struc- <br />tures on the James Creek or the Little James <br />Creek, nor is it likely that there will be any <br />future need in Jamestown for costly, large- <br />scale diversions, or stream containment pro- <br />jects. To-date, most effective flood hazard <br />mitigation activities in Jamestown have in- <br />volved community participation in the Na- <br />tional Flood 'Insurance Program, Town <br />Ordinances restricting development in the <br />James Creek floodplain, and the Jamestown <br />Volunteer Fire Departments' (JVFD) prepa- <br />ration of a comprehensive flood evacuation <br />plan. <br /> <br />Flood Insurance <br /> <br />In 1968 the U.s. congress established the N' a- <br />tional Flood Insurance Program (NFIP). The <br />NFIP is designed to benefit both individuals <br />and the communities in which they live. It <br /> <br />enables all individual property owners to <br />purchase flood insurance at reasonable rates <br />while it requires communities to adopt and <br />administer local floodplain management <br />measures aimed at protecting lives and new <br />construction from future flooding. Through <br />this mechanism, the Federal Emergency <br />Management Agency (FEMA) and participat- <br />ing communities are able to reduce future <br />flood losses. The adoption and enforcement of <br />floodplain regulations is a condition for stay- <br />ing in the NFIP. Communities have been sus- <br />pended from the regular program in the State <br />of Colorado for not enforcing adopted flood- <br />plain ordinances. <br /> <br />Jamestownjoined the regular program of the <br />NFIP on June 27, 1983 with the passage of <br />ordinance NO.1, Series 1983. In the ordi- <br />nance the town formally adopted FEMA regu- <br />lations for floodplain management and flood <br />damage prevention. Today, community mem- <br />bers living in the James Creek floodplain can <br />insure almost any enclosed building and its <br />contents against flood loss. As of 1992, there. <br />were 9 policies in Jamestown. <br /> <br />Remember, moot otandard <br />homeownertl policies do not cover <br />flood 10...
