Action Plan Recommendations

Recommendation 1: Flood Control Measures

What: Prepare a flood threat recognition and notification system which uses the State
Engineer's Water Talk Network to access current flow data on the Gunnison and Uncompahgre
Rivers. Determine at what flow level (cfs) emergency action measures are to be implemented.
There is flow gage about Y. mile downstream of the Hwy 50 bridge abutment in the City of Delta.
Flows from the flood profiles in Delta's floodplain study.

Gunnison flows:

13,500 cfs (10 year flow)
18,700 cfs (50 year flow)
21,200 cfs (100 year flow)

Uncompahgre flows:

3,100 cfs (10 year flow)
4,400 cfs (50 year flow)
5,000 cfs (100 year flow)

Bank full - The following levels are the points at which the rivers typically spill
out of their banks at Delta:

Gunnison - 10,800 cfs
Uncompahgre - 2,300 cfs

Who: Delta County Emergency Manager and Public Works Director in conjunction with
the State Engineer's Water Talk Network.

When: Have notification system in by end of 2002

Supporting Agencies: Delta Emergency Management, State Engineer's Office, Colorado
Water Conservation Board.

Budget: County operating funds for emergency call out system, to be reimbursed, in part,
from the FEMA Project Impact Fund, if available.
