<br />Since 1978 Mr. Carroll has worked as a Project Manager in multiple aspects of civil engineering design with
<br />project management responsibilities, including the supervision and technical direction of severa! engineers
<br />and technicians, marketing, public meetings, and agency coordination. Mr. Carroll is experienced in all
<br />phases of municipal engineering and land development, including conceptual planning, preliminary design,
<br />final plans preparation, specifications, and design report preparation. His water resources experience
<br />encompasses flood insurance studies, flood hazard area delineation studies, master drainage studies, erosion
<br />control studies, wastewater collection system studies, waterlim,s, sanitary and storm sewer systems, culvert
<br />design, open channel drainage systems, reservoir analysis, and wastewater/stormwater detention facilities.
<br />His background also includes street and highway design, digital terrain modeling, grading and earthwork
<br />analyses, traffic engineering, cost estimating, construction management, and right-of-way description.

<br />· Federal Emergency Management Agency and Urban Drainage Flood Control District Studies -
<br />Project Manager/Engineer responsible for coordination and supervision of flood insurance studies, flood
<br />hazard area delineation studies, and master drainage plans for numerous Colorado cities locatcd in both
<br />mountain and plains regions. These projects involved hydrologic and hydraulic analyses of ovcr 80
<br />streams covering approximately 300 lineal miles. Within the northern metropolitan area which includes
<br />Arvada, Broomfield, Westminster, Thornton, Federal Heights and unincorporated Jefferson County, F1S
<br />and FHAD studies have been performed for Big Dry, Walnut, Quail, West Lake Basin, Nissen
<br />Reservoir Basin, City Park Basin, Airport, Hylands, Countryside, and Ralston Creeks. In Douglas
<br />County streams studied include Plum, Happy Canyon, Piney Creeks, Badg.er, Newlin, Tallman,
<br />Sulphur, and Baldwin Gulches. Background includes streams in mountain communities throughout
<br />Boulder County. Also responsible for quality control, budget control, scheduling and liaison activities.

<br />TR-55 hydrologyihydraulics computer packages.
