<br />51 <br /> <br />county); or, upon approval by the city (or county), the owner/ <br />developer may direct the city (or county) to apply the sum of money <br /> <br />. <br /> <br />to pay for other facility costs for which he is liable within the <br />city (or county). If the owner/developer elects to be reimbursed, <br />the city (or county) shall, except as provided below, pay such <br />difference to the owner/developer from the following sources and in <br />the following order: <br />i) First, from the available funds in the particular drainage <br />basin fund in which the development is located; <br />ii) Second, from available funds in other drainage basin funds; <br />iii) Third, from the city (or county) general funds specifically <br /> <br />earmarked for drainage construction reimbursement. If these <br />three sources are not sufficient, then the city (or county) <br />shall include money sufficient to complete the reimbursement <br /> <br />in the next succeeding annual appropriation ordinance. For <br /> <br />purposes of budgeting, the cut-off date for being included in <br /> <br />the "next succeeding annual appropriation ordinance" shall be <br /> <br />the first day of September. <br /> <br />i <br />, . <br /> <br />The funds from which the money is drawn to reimburse the developer <br />shall be paid back by the drainage basin fund in which the develop- <br />ment is located as money is collected from other developers in that <br />drainage basin. If the city (or county) determines that the sub- <br />division will create a new flooding problem or aggravate an existing <br />flooding problem without the installation of off-site drainage <br />facilities, and further determines that the city (or county) is <br />unable to guarantee sharing the cost of constructing these facil- <br />ities with the owner/developer as prescribed above, the city (or <br />
