<br />52 <br /> <br />county) shall deny approval of the subdivision unless the owner/ <br />developer agrees to an extension of the adjustment period that shall <br />not exceed ten (10) years. <br />(2) Poor Estimate Adjustment: Upon completion and acceptance of <br />entire basin and sub-basin facilities, the city (or county) engineer <br />shall determine whether the base ODF calculated pursuant to Section <br />21.05.04 was overestimated or underestimated. In the event of an <br />overestimate, the properties that contributed to ODF shall receive <br />a credit against future public works assessments for the amount of <br />overestimate in proportion to their contribution. The city (or <br />county) shall bear the burden of ODF underestimation. <br />(d) Criteria: <br />The design and construction of required on-site and off-site drain- <br />age facilities shall be in accordance with sound engineering practices <br />and shall be in accordance with the criteria contained in the (name of <br />local or regional storm drainage criteria manual) as amended and applied <br />by the city (or county) engineer. The city (or county) engineer is <br />responsible for developing and maintaining the amended criteria and he <br />shall endeavor to coordinate his efforts with other jurisdictions within <br />the same drainage basin. <br />21.05.03 Drainage Basin Studies <br />(a) Basin and Sub-basin Plans: <br />As soon as possible after the adoption of this ordinance, the bound- <br />aries of the drainage basins and sub-basins within the city (or county) <br />and surrounding the city (or county) shall be delineated upon a map or <br />maps by the city (or county) engineer.
