I have told my supervisor, Mr. Larry Lang, about our meeting, and he
agreed that he should meet with you and Dave Lloyd of the Urban Drainage and Flood
Control District to expedite obtaining of permission from our agency.

Trees in Dutch Creek Channel
The CLOMR report states that channel velocities in portions of the project area
would be reduced by existing and newly planted trees in the channel. We agree
that protecting the channel bottom and banks from erosion is important, so we
support of using the trees to increase roughness. Our only concern is with
maintenance of the trees. Looking at certain portions of the existing Dutch Creek
channel, one can see substantial vegetative growth. As the trees grow bigger it
will be important to perform whatever pruning is needed and to cut back any other
volunteer trees and shrubs so they do not increase roughness beyond the values
calculated by your engineer and so they do not contribute to the blockage of
crossing structures during a flood. From our discussions at the October 4, 1995
meeting, I assume that a cooperative arrangement for channel maintenance,
involving the Town of Columbine Valley, Columbine Country Club and the Urban
Drainage and Flood Control District will assure that the appropriate roughness
values are maintained in the channel.

We do not foresee major problems with the addressa1 of either of these issues. Once they have
been taken care of, we anticipate a project which will lead to a major improvement in flooding
conditions in Columbine Valley. I assume that once the project has been constructed, you will
be contacting us regarding an application for a Letter of Map Revision (LOMR) from FEMA.
In the meanwhile, we wish all participants well with the implementation of the proposed project.
Sincerely,

~ q<,~

Brian R Hyde
Senior Water Resource Specialist
Flood Control and Floodplain
Management Section

cc: David Love, Love & Associates
Cindy Edwards, Arapahoe County Highways & Engineering
Garth Englund, Colorado DOT
Dave Lloyd, Urban Drainage and Flood Control District
lohn Liou, FEMA
