CWCB <br /> <br />Mr. William Meiers <br />Public Works Commissioner <br />Town of Columbine Valley <br />5931 South Middlefield Road, Suite 101 <br />Columbine Valley, CO 80123 <br /> <br />Dear Mr. Meiers: <br /> <br />I am writing you regarding a Request for a Conditional Letter of Map Revision (CLOMR) sent <br />to us by Love & Associates, Inc. concerning proposed flood control improvements on Dutch <br />Creek almost entirely within the Town of Columbine Valley. The improvements would affect <br />Dutch Creek from its mouth upstream to a point slightly upstream of its crossing of Fairway <br />Lane. Arapahoe County and Incorporated Areas Flood Insurance Rate Map (FIRM) panel # <br />0435J, dated August 16, 1995, would be revised by this request. <br /> <br />The proposed changes to the FIRM would be based entirely on the proposed flood control <br />project. The project would include a new, larger crossing structure at Fairway Lane and a <br />substantially larger channel for much of the stream reach downstream of that crossing structure. <br />During a 100-year flood on Dutch Creek flows would pass through the Fairway Lane structure <br />instead of overtopping it and breaking out of the channel. Once flows had passed through that <br />structure, they would remain in the newly improved channel downstream. <br /> <br />Conceptually we support with the proposed channelization project. The design addresses both <br />the issue of channel capacity and the issue of streambank erosion. I would, however, like to raise <br />two issues: 1) The need for obtaining permission to use the Colorado Water Conservation Board <br />Right-of-Way along the South Platte River for a construction staging area and for permanent <br />flood control construction and 2) The planting and care of the trees in the Dutch Creek channel <br />to increase channel roughness and thereby decrease channel velocities during floods. <br /> <br />Permission from CWCB <br />As you know, we discussed the matter of obtaining permission from the CWCB <br />for use of its Right-of-Way at our meeting in Columbine Valley on October 4, <br />1995. The project proposes to implement the original design by the U.S. Army <br />Corps of Engineers for the confluence of Dutch Creek with its South Platte River <br />channelization project. For that reason, I would not anticipate any engineering <br />
