Agenda Item 4b
May 12, 1995
Page Two

'.
,
"

Yampa River from Dinosaur National Monument upstream to Craig
White River from the Utah stateline upstream to Rio Blanco Reservoir
Gunnison River from its confluence with the Colorado River upstream to Delta
Colorado River mainstem from the Utah stateline upstream to Rifle.

CWCB staff conducted hydrologic analyses, topographic surveys, approximate hydraulic analyses
and floodplain delineations. When it was available, detailed hydrologic and hydraulic information
prepared by other agencies was utilized. The result was a four-volume report which provides
approximate floodplain information for the four streams listed above:

Vol. 1 Yampa River
Vol. 2 White River
Vol. 3 Gunnison River
Vol. 4 Colorado River mainstem

(57 miles)
( 52.5 miles)
(43.5 miles)
(93 miles)

The CWCB has not solicited or received "letters of request" for the review and
designation of floodplain study. Instead the designation and approval action is being pursued in
accordance with Rule 9.D.2 of the Board's "Floodplain Designation and Approval Rules" (2CCR .
408-1). The Rule allows designation and approval action to be taken unilaterally by the Board,
provided that "the Board shall notifY the affected communities in writing at least 45-days prior
to Board meeting at which it will consider the designation and approval of floodplain iriformation
within their jurisdiction." The Board will provide verbal notification of the proposed action at
the May 1995 meeting, to be followed immediately by written notification to each of the affected
local governments. The designation and approval resolution will be acted on at the July 1995
Board meeting.

The affected local governments are listed below:

Vol. I

Craig
Moffatt County

Vol. 2

Rangely
Rio Blanco County

Vol. 3

Delta
Grand Junction
Delta County
Mesa County

Vol. 4

Rifle
Parachute
DeBeque
Palisade

.
